1竞赛须知Notice
1.1项目名称Project Name
深圳国际能源大厦建筑设计国际竞赛。本次竞赛活动将完成深圳国际能源大厦的方案设计和初步设计工作，该竞赛结束后，主办方将组织施工图设计的招标工作。
International design competition for Shenzhen International Energy Mansion.
The project design and preliminary design would be completed. The bid for construction drawing design would be organized by the organizer afterwards.

1.3 竞赛目的 Competition Purpose
通过国际竞赛的方式，寻求技术先进、节能降耗、环境舒适优美、运营高效、智能化、场地组合灵活，并能体现深圳国企及能源企业形象的建筑设计方案。
This international design competition is targeted to searching the design scheme with advanced technology, energy conservation and consumption reduction, beautiful and comfortable environment, efficient operation, intelligent operation and flexible space layout. Besides, the design scheme is required to exhibit the images of state-owned enterprises in Shenzhen and the energy enterprises.深圳大厦
1.4设计依据Design Basis
（1） 国家和广东省、深圳市现行的有关法律、条例、规范的规定；
Current related laws, regulations, and standards of Shenzhen municipality, Guangdong Province and China;
（2） 本地区的已有相关规划（见背景材料附件和附图）；
Exiting related planning in area concerned (Refer to background documents
and appendix drawings)
（3） 《深圳国际能源大厦建筑设计国际竞赛招标文件》。

1.5 参赛方要求Requirements for Participants
（1） 本次竞赛活动采取“公开征集”的方式。为了广泛征集富有特的设计方案，全球的设计机构或联合体均可报名。
Public sign-up is applied for this design competition. The design
organizations or design cooperative unions are welcomed to widley collect
unique desing schemes.
（2） 请报名机构于报名截止日期前将报名文件和概念方案邮寄至主办方。
Sign – up design organizations are required to mail the documents for
application and concept scheme to the organizer before deadline.
（3） 报名文件应至少包括公司实力、业绩资料和计划提案三方面内容，计划提案应包括参加设计竞赛的人员构成、工作计划及对项目任务的解读和初步构想。概
念方案的形式和内容不限。
The documents for application would cover the following three parts at least,
enterprise competency, achievement and plan representation. The
participants taking into this competition, work schedule as well as
understanding and preliminary concept of project tasks would be included in
the plan representation. There are no restrictions on the form and contents of
concept scheme.
（4） 参与本次竞赛活动的设计人员应为设计机构总部的在册人员，首席设计师必须由设计机构主持过多项同类型设计项目的人员担任，该设计师必须直接参与设
计全过程。
Designers participating into this competition must come from headquarters of
design organizations. The chief designers must be those who have presided
over many similar design projects and will directly take part in the whole
design course.
1.6 竞赛规则 Competition Rules
（1） 参赛方为报名的设计机构。概念方案评审评委会将根据报名文件和概念方案选出6家邀请设计机构，未被邀请设计机构仍可参赛。
The accreditation council of concept scheme will select six design
organizations from all organizations signing up in accordance with the
documents for application and concpet scheme and meanwhile send
invitation letters to them. Whilst, organizations which do not receive
invitations may also take part in this competition.
（2） 所有参赛作品均需经过成果预审，成果预审认定为有效的，方可参加专家评审。
All design schemes submitted will be examined preliminarily and only those
conforming to requirements in the competition task will be formally appraised
by concerned experts.
（3） 专家评审评委会将从通过成果预审的设计方案中评选出前三名。
The expert accreditation council will then select one first prize, one second
prize and one third prize.
（4） 邀请的设计机构和未被邀请而继续参赛的设计机构，在评审中均采取同一评审标准。
All participants will be provided with equal opportunities in the stage of
appraisal.
（5） 6家邀请设计机构，其提交的设计方案经审查为有效的，获得设计成本费；专家评审前三名的设计机构，获得相应的奖金。
The six design organizations formally invited, as long as their schemes meet
with requirements, would get cost fees. The first three design organizations
appraised by the expert accreditation council would be rewarded with
corresponding bonuses.
（6） 第一名的设计机构为中标方，将承担方案设计和初步设计工作。中标方如不具备相应资质，由中标方选择符合资质的设计机构（需业主方确认）合作完成相
应的设计工作。
The design organization ranked in the first place would win the bid and bear
the project design and preliminary design. If failing in corresponding
qualifications, the winner may select a qualified design institution (subject to
the confirmation of the property owner) to cooperatively complete the design
works.
1.7评审方法Accreditation Manner
（1） 评审采取不署名形式，即评委不知道参赛方与设计成果的对应关系。
The manner of closed bid will be applied in appraisal, namely, the experts
don’t know the relationship between participants and design documents.
（2） 概念方案评审和专家评审的评委会都将从规划主管部门的专家库中抽取，将由5位国内外知名专家（2位、境内3位）和2位业主代表组成评委会，评
委主席由国际著名建筑专家担任，评委的专业背景为城市规划和建筑学等专业。
The accreditation council would comprise of two foreign experts, three
domestic experts as well as two property representatives. These experts major
in urban planning and building construction. The chairman of the accreditation
council will be assumed by an international famous construction expert.
（3） 概念评审初定于2009年6月2日，届时评选出6家邀请设计机构；专家评审初定于2009年7月26-27日，届时将评选出一、二、三等奖各1名，并于评
审会后公布评审结果。
Tentatively decide to hold concept scheme accreditation on June 2, 2009 to
select six design organizations. The expert appraisal is preliminarily decided
to hold on July 26-27, 2009 to select one first prize, one second prize as well
as one third prize. The appraisal results will be announced after the appraisal
meeting is over.
