摘 要
建设工程工程量清单是表现建设工程的分部分项工程项目、措施项目、其他项目税金项目名称和相应数量的明细清单，是具有编制招标文件能力的人或受其委托，具有相应资质的工程造价咨询人编制。按照《建筑工程工程量清单计价规范》附录中规定的项目编码、项目名称、项目特征、计量单位和工程量计价规范进行了编制。（五个要件）是招标文件的组成部分。
分部分项工程量清单应采用综合单价计价；措施项目清单计价应根据拟建工程的施工组织设计，可以计算工程量的措施项目，应按分部分项工程量清单的方式采用综合单价计价；其余的措施项目可以“项”为单位的方式计价，应包括除规费、税金外的全部费用；其他项目清单中：暂列金额、材料暂估价、专业工程暂估价、计日工由招标人在其他项目清单中列出。投标人自主确定综合单价（综合单价即完成一个规定计量单位的分部分项工程量清单项目或措施清单项目所需的人工费、材料费、施工机械使用费和企业管理费与利润，以及一定范围内的风险费用）。并计算计日工费用，总承包服务费根据招标文件中列出的内容和提出的要求自主确定；规费和税金应按国家或省级、行业建设主管部门的规定计算。
工程项目造价的确定与控制是工程建设项目管理的重要组成部分，它能够在工程建设项目的过程中采取有效措施，把工程项目建设发生的全部费用控制在一定的限额内，并随时纠正发生的偏差，以保证投资估算、设计概预算、竣工决算等管理目标的实现，达到合理使用人力、物力、财力，获得最大投资效益的目的。
本说明首先进行施工图的整体工程量的确定，再采用实物量报价与单位估价法结合并用的方法来确定工程造价，其中工程的部分主体部分采用实物量法，一些零星的工程造价采用单位估价法算出，再确定工程的总造价，最后对造价指数进行汇总分析。
