People living on parts of the south coast of England face a serious problem. In 1993, the owners of a large hotel and of several houses discovered, to their horror, that their gardens

Economic development plays an important role in the improvement of people"s living conditions. However, rural areas seem to lag behind big cities in many aspects, such as per capita income and educational level.
With the gap between cities and rural areas widening, many people from rural areas tend to migrate to the big cities in pursuit of a better life. They want to seek for the well-paid jobs, receive a better education and so on. As a result, **petition for resources has become more and more severe and the urban infrastructure can"t accommodate the fast growing population. Traffic congestion in the cities can well illustrate this. These problems lead to the decline of the life quality of urban city dwellers.
Moreover, it may be difficult for those migrants who just settle down in big cities to adapt to the fast tempo and high prices in the cities. They are hard to enjoy the equal opportunities on many aspects, such as social benefits, education and so on. In addition, with more and more youngsters moving to urban cities, there is a shortage
of working force in the rural areas, which further slows down the development of agriculture and economy in rural areas accordingly.
To solve these problems: the government should make preferential policies to promote the development in rural areas. For example, the government can offer more subsidies for farmers to increase their income. Creating more job opportunities for farmers could be another solution. In this way, the need for people moving to larger cities would gradually decrease.
