基于喀什地区职业院校设置服装设计与工艺专业的必要性探究—
—以喀什职业技术学院为例

摘要新疆发展纺织服装产业是带动百万人就业的重大决策。目标是到2020牟新疆纺织服装产业就业容量达60万人，喀什地区达6万人；预计到2023年，新疆服装企业就业容量达50万人，喀什纺织服装企业就业容量10万人，其中服装需求为5万人。通过调研，喀什地区纺织服装企业89%生产服装服饰用品。增设高职服装设计与工艺专业，可以满足本地高中生、服装中专毕业生学历提升的需求和企业用人的需求。对贫困家庭学子而言，因高职薪资普遍高于中职，一人就业能使全家脱贫，对维护喀什地区社会稳定以及脱贫攻坚具有重要的作用o

Abstract The goal of major decision on Xinjiang's development of textile and garment industry to promote the employment of millions of people is that by2020,the employment capacity of Xinjiang^textile and garment industry will reach600000,and that of Kashi area will reach60000.It is estimated that by2023,the employment capacity of Xinjiang5s garment enterprises will reach500000,
and that of Kashi's textile and garment enterprises will reach100000,of which the demand for clothing will be50000.According to the survey,89%of the textile and garment enterprises in Kashi area mainly produce clothing and apparel products,and set up“clothing design and technology^^specialty in higher vocational colleges, which can meet the needs of local high school students and clothing secondary school graduates to improve their academic qualifications and the needs of enterprises to employ personnel.For students from poor families,because the salary of higher vocational education is generally higher than that of secondary vocational education,one person's employment can make the whole family out of p overty,which plays an important role in maintaining social stability and poverty alleviation in Kashi area. 1设置服装设计与工艺专业的必要性
1.1喀什地区脱贫攻坚的迫切需要
习近平总书记在第二次中央新疆工作座谈会上指出：维护新疆社会稳定和实现长治久安根本在人，关键在教育。《中共中央国务院关于打赢脱贫攻坚战三年行动的指导意见》（2018年阴15日）的工作要求中明确指出，“坚持扶贫同扶志扶智相结合，坚持开发式扶贫和保障性扶贫"[1]o
调研必对企业调研数据的分析显示，目前，企业的主要岗位人才均是从内地高薪聘请，可带薪休年假、报销往返路费等，这对企业来说是巨大的支出。这部分人才在疆工作时限短、流失率高，因此，企业更愿意培养本地生产与管理人才。设置服装设计与工艺专业后，学生数量和人才培养质量将大幅提升，让未升学、未就业的普通高职和中职毕业生以及具有同等学历的农民工和转业退伍军人通过参加职业教育，提高他们的就业能力，填补喀什地区服装行业的人才缺口。同时，每就业一个学生带动_个家庭脱贫致富，对促进农村家庭增收致富、保持农村基层大局稳定有着重大意义。
1.2本区域内月煤行业对月暉设计与工艺专业人才的需求
目前，喀什地区纺织服装企业中89%以生产服装服饰用品为主，服装企业新型现代化服装设备的更新，对从业人员的素质和门槛有所提高。79%的企业趋向招聘服装专业的高职学生，61%的企业需求人数在1叽以上。企业骨干人才多为内地高薪聘请，薪资较高，在疆工作时限短、流失率高。因此，企业对本地能胜任生产管理、服装
