青岛口岸海关查验流程再造方案研究
针对青岛港货物吞吐量连年上升引起货物查验量上升现状，而原有货物查验方式下查验速度效率低下。根据港口货物查验的特点和相关要求，深入调研制约货物查验现状，剖析效率低下的形成原因，并提出以信息化为基础运用“ESEIA”法则的优化解决方案，验证新方案的效果。
【Abstract】The annual increase in cargo throughput in Qingdao has caused a rise in the quantity of inspection， but the efficiency of inspection is low under the original inspection method. According to the characteristics and relevant requirements of the inspection of the port goods， the paper deeply investigates the present situation of the inspection of the goods and analyzes the causes of the low efficiency， and puts forward the optimized solution based on informatization based on the “ESEIA” rule to verify the effectiveness of the new scheme.

1 引言
青岛港山东半岛蓝海洋经济的引擎和“一带一路”战略支点的重要港口，进出口贸易活跃，雄踞全国第二大外贸出口港。2016年集装箱吞吐量1802万TEU。近年来货物吞吐量和货物查验量不断增大，原有的查验方式不能满足日益增加的业务量，存在效率低，难以提升更加优质的服务。
